Your new Saiga-12 magazine from KeepShooting.com may be tight in your Saiga-12 shotgun. If it is, this video will show you how NOT to insert your magazine. If you are not able to get your magazine to lock into place, this video will show you why. As you continue to use your magazine, this issue will resolve itself.
Looks like you just have an extra snug mag. Mined wouldn't fit period when I first bought it. I'd had to take a file to to rearward catch and that got it to snap in no problem. At lease before I got a few 10 round mags, now that factory mag goes nowhere near my gun. Thank the brilliance of 922(r).

slap, pull observe release tap squeeze. works on a saiga as well. slam that bitch in there in one quick motion and you will never have a problem

I still can not replicate your problem. I think you may just have a faulty mag. Not unsuable, infact i would put my life on the mag you have right there.
Its just an annoying "glitch" with plastic mags. My tapco plastic mags for my AK are the same way. They suck. I wish Izhmash produced steel mags for them /shrug.

Um, ... , er..., sigh.
Manufacturer defect. Mine is just fine.
Though after repeating this cycle about 40 times in a row. (Insert mag, work action, remove mag and put it down, grab mag and reinsert.) I found out that mine has an issue with removal. Its minor but if i dont hold it just right it wont release from the catch for some reason. I can do it with my left hand perfect both way, right hand it sticks. Possibly pressure points in the wrong places. Inserts perfectly any way.

Nice "how to" video. These Saiga 12s can be tricky on magazine insertions. I have two, one is modified and works great. My stock Saiga 12 is finicky.

so you don't have to have the bolt carrier in the lock position to insert a full mag??
