@jeromelisondra This scripture was written to jews in Rome who had already been saved. It is not the "plan of salvation" per se. It was intended to point out the hang up the jews in particular would have overcome. To wit: that Jesus was the fulfillment of the Messianic prophesies they had been waiting for. The gentiles didnt have this problem. Keep in mind that all of the epistles were written to people who were already saved. Very important context when trying to teach others how to be saved :)
