He's paying homage to Scott Walker, saying how everyone in the band "lost it" when they first heard his work and have sometimes tried to achieve something similar.
Damon then says "this one is definately for Scott and he just had an enormous effect on all our lives".
For context, the 2000 Meltdown festival was curated by Scott Walker and he was present, so they were giving a shout out to the guy who invited them there.
