Prophecy is NOT necessarily predicting the future. It is declaring the mind of God. God then wants his people to pray it through and act on it. We are his hands and voice on earth. Many prophecies do not come to pass because God's people doubt and just wait to see what happens.
2 Thessalonians 3:14: "And if any man obey not our word by
this epistle, note that man, and have no company with him, that
he may be ashamed. 15: Yet count him not as an enemy, but
admonish him as a brother."
