The mandate of bricks and mortar schools then, could be to access learning by administering tests and provide computer access to students who don't have a computer at home.
Who has more incentive to create an excellent lesson? A high school teacher speaking to a particular group of students on a particular day, or someone engaged in creating the materials they know will be viewed and re-viewed thousands of times a day?

Governments spend massive amounts of money on education both by providing public grade schools and by subsidizing "higher education". If they really want to do that in the most efficiently (and cheaply), wouldn't they divert some of those funds to creating top quality educational materials (video lectures, text, interactive soft ware etc.) and throwing it up on the internet for all to freely access and re-distribute (no copyright)?
