Let's remember that Cochereau always played at a tempo that worked in the space (here, Notre-Dame). Furthermore, this was recorded on the Notre-Dame organ prior to the overhaul of the late 1960's and thus the original and sometimes heavy key action.

The tempo gets slower and slower as the piece progresses. This sounds ponderous and heavy.

The tempo is a bit too slow, this is true, but Fox plays it too fast, sorry.
I think the right tempo is in the middle.
Listen to organist from Germany, they play about at this tempo, or a bit faster.
