no, this is on the SB return to GCT, and those phoebe snow cars are not "cab control" capable - they will get shoved into the bumping block - they are run in engine first - just like an Amtrak train.
A common move when they are going to be used is to bring the entire consist in the night before and run it around the loop and then back it into whatever track it is to be staged on....

and then upon return to GCT they'll just pull into the block engine first and get switched out after discharging the execs.

This is an inspection train - the railroad brass gets to inspect the railroad. On this occasion thought - I believe it was actually to inspect the work on the new interlockings at Pleasantville and Mount Kisco - but I'm not 100% certain..... TO the person who posted asking about this - sorry I hit the spam button on your comment by accident..
