Penalty for turning one's back on one's opponent has nothing to do with the back of the head being in danger. It's not a safety rule. Any decent ref knows that.
If you'd check penalty chart you'll see that the rule cited for this offence is t.21. So, it's not about safety, it's about dispalcing your valid target in illegal manner
