What they're trying to explain is that you're changing the poll time for the phone to fetch data. When the phone does a fetch it sends a request to the server asking if there is any new data. Doing that request every min is going to hammer your battery.
Push, by comparison, doesn't check on a set interval, the data is sent directly to the phone in a similar manner to an SMS message or a phone call. Because there's no extra activity by the phone battery usage is unaffected.
