No Rory its the TARDIS. You see to Amy the TARDIS is new but to the doctor and the time lords the type 40 TARDIS is old and because the chameleon circuit is broken in the TARDIS it forced into the shape of a 1960's police box witch were blue

@jnamon83 you're right! i totally forgot that way back when, the doctor was fleeing galifrey and "commandeered" a tardis. man, i really need to rewatch, like, the entire series again. correct again, because the internal dimension always seems to be changing and updating, while the classic "bobby stop" box exterior remains the same (or at least similar)

@spadehatesscrewtube Actually all of these are referring to the Tardis. The doctor borrowed (stole) it. It is blue. The doctor even describes the Tardis is both old and new earlier in the season (possibly earlier that episode).

man the statement just fits too perfectly. something old & new are both covered by time travel itself flat out, something borrowed could be the dr's body itself considering regeneration, and of course, something blue .. do i even have to say it?
