I haven't been in this situation for nearly a year now since moving back down South from Edinburgh, but if I'm going at a slow speed I normally make sure they've got enough space to pass or just pull over.

That driver is a twonk of the first water!

Nowadays I feel forced to take the lane in this sort of situation until they slow and/or pull over enough, before I'll move left for them. It's very pushy, but the few selfish drivers out there like this one make that behaviour necessary.
