It was because of her recklessness that this hapenned. However, she was raised without consequences, getting everything she wanted and being able to do whatever without worrying about the effect. This is why she didn't think it through. And at least it wasn't all the green people, just the females. They already knew that she wasn't the best ruler, this gave them a reason. Then Len, who loved his twin, even through all her faults, sacrificed himself.
