Legalisation does not neccesitate a high level of taxation. Black markets respond precisely to the level of taxation or prohibition of licit markets. Even with this in mind the production of, say, cannabis could be remarkably cheap, and estimates have shown that even at a taxation margin of 100% the risk costs to illict smugglers would be too high for the low reward. I advise you to consider the commutation act in regards to high tea taxation and how it resolved the issue.

I understand that in principle but it won't work. to legalise it would mean having to tax drugs and they would be cheaper on the black market so people would continue buying from the sources already in place.

the way to stop drug profits going to terrorists is for people to stop using drugs. of course i know thats not going to happen either!

And that's why they must be legalised. People are not going to stop buying them because money goes to terrorism, especially if they are addicted. You want money to stop going to them? Legalise them and let the government or private industry reap the profits.
