That's not a friggin' solar eclipse or an eclipse of any kind. Don't people bother knowing what words even mean? An eclipse means the sun is blocked out, but in this video the sun is 100% totally, absolutely visible.

What you're seeing is called a "circumscribed halo".

They appear from time to time and Wjasharjah998 is mostly correct, it's the Sun's rays reflecting and refracting through small ice crystals in the cold cirrus clouds of the upper troposphere.
