Halos in camera lenses are normal. The thing is this days you see them with the naked eye. I'm almost certain this has to do with Geo-engineering.

@lukerides666 these are popping up around the world last couple years , got one friday in cali. So, not the lense or the really bright thing in the middle. I guess your theory was worth a shot. If it were that theory the ring would not stay in place as the camera moves.
