The verse applies. A man acting effeminate is sin, as you put it he appears to be acting this way, which is the appearance of evil.

No disrespect sir... But I do agree with the verse and I do follow the bible but that verse doesn't apply here, Sir. He's acting like a girl for a picture. And are females evil? No sir... They are not. And nonetheless, it is simply humor. He's having fun.
