Learning how to break effectively can be difficult and dangerous. If you are at a facility for inline skaters, gaining speed and losing control may not be a problem. But if you try a hill or long slope when you are still learning, it can lead to disaster. At http://www.alittlehistory.com/rollrSaf.htm I report on a woman who was killed on a slope just before a bridge. Another guy died inline skating on the slope at the entrance to Edmonton's High Level bridge (around 2004).
Practicing the stop on the level seems pointless: it isn't a huge challenge and errors are not a problem. But when on a hill, it is harder to maintain balance, and a beginner's speed can quickly get out of control. Suddenly everything below becomes a dangerous hazard.
The video explains how I was surprised with a sloping turn which made breaking difficult. The video fails to make its point because the path shown is now rougher, and my wheels are older and much slower. Also, like many other new inline skaters, I didn't have experience falling on pavement, so the risk of injury was higher.

My guess is that different locations in the world attract different types to inline skating. Most inline skaters in the Edmonton area have a hockey background.

yea i have been hockey skating for a couple years and i just now started to aggressive skate

It was my experiences with ice hockey that made me a bit careless and impatient. Inline skaking skills came easy, except for breaking. So I took a chance in spite of minimal experience, assuming that under pressure I could manage to break hard and keep my balance.
