One has to take into consideration that Georgia has crazy opposition that care less about democracy. Sure Ugulawa is a Saakashvili team, but Tbilisi has been rebuilt tremendesly under his watch and if you listen to some opposition leaders, they want this election to fight Saakashvili and not to build even more beautiful city.
Georgia's government has been unable to face huge difficulties it has in election matters. Now again, the law will be tailored to the wolf's shape but the Tbilisi population would no more agree to be in a mutton's position. The government saysit is following democratic experience of Bosnia, Albania and the Ukraine. It does not respond to the question why western european countries' experience is not to be taken into account. This refusal to face the reality promises no great future for Georgia.
While issuing his warning to the mayor of Kutaisi, Saakashvili and the ruling party should realize that perhaps a mayor that is not accountable to the people in his/her jurisdiction will probably not be motivated to do anything in their interest -- that is unless the president threatens him/her. Yet the connection is lost on him that, perhaps, just perhaps, elected mayors might prove more motivated. In any case, this shows how ridiculous even mentioning a 30 % compromise is in the first place.
