I believe the words you are looking for are "Volume Normalization". I think that all YouTube clips should be normalized on upload, because most videos vary wildly, however this would require custom coding and or additional modules in the upload processor. Since YouTube is too busy screwing around with the user interface and that hideous gray box that pops up at the bottom of the screen, they are not likely to do this.

TYT can normalize within an individual video however.

Ok we all know Sharon Angle is dumb, but the little side note about her saying the 911 hijackers came from Canada...everyone said that for years, including the Clintons (Hilary is on record saying just that years after the attacks) so I am not sure what is the point of saying Angle said it, like it drives home the point of her being dumb.
