The dam was at 189% of capacity, I don't think this is a controlled release, it's just higher than the wall.

I remember looking at the bom web site weeks earlier thinking all that rain is going to make it way down south by floods like it does to the salt lake
so if it rains up north dont think your safe down south!

I believe the people in the path of the wall of water had time to get plenty of notice to evacuate from the waters path,but the authorities failed to provide that warning in a timely fashion.
The authorities knew days prior to the release of the dams water that what they were about to do would kill plenty of people,yet they failed to give such warnings.
