There are many serious other issues associated with bilingual education including parental choice, the pool of qualified bilingual education teachers, job/career preparation as well as the economics/politics of what services school districts should be expected to provide to immigrants (legal or illegal). One of the national experts on bilingual education is Ofelia Garcia. You may want to do a search for some of her work.

There are a number of models/variations for bilingual education instruction. The transitional model starts instruction in the home language and tries to "transition" the student to English instruction only. This may take several semesters or more. The two-way model provides instruction in both the home language as well as English. There is no goal to move the student to English only instruction.
With the two-way model, it is expected that students will maintain/attain fluency in both languages. With the transition model there is a concern that students will lose fluency in their home language.
