I think you mean the 70's. In the 80's, toys used tape players, record playing toys were popular in the 60's and 70's.

She is not a Chatty. I have Charmin Chatty, she works similar, but operated with a battery-less pull string. I wonder if your doll's records would fit my Charmin Chatty doll.

I really can't remember what her name was, sorry. She's gone to the big dolls' house in the sky now so I can't even ask her.
@Gwizdo -- I'm sure she was haunted too! ;)
@cushe83, shreddersdr13 was correct, the mouth didn't move. This must have come from my grandmother in New Zealand (or Australia, I can't remember when she moved there) in the late 70s or very early 80s.

Sadly the doll has now been binned, when my Mum moved house.

This doll was owned by my sister and was a gift from a family member (grandmother?) from Australia or USA.
The voice was recorded on small records (about 2.5" diameter) which you loaded into its chest. You then pressed the button and it played one phrase.
Over time something went wrong so it just played one phrase after another as soon as you closed the record compartment door.
