It was the limitation agreed upon during the tournament setup.
They wanted players to have enough skills to make a decent character but not have too many points to make it more balanced.

Looks like auto block is on, really wouldn't be the most difficult settings

It is set to the recommended setting which was agreed upon during the tournament setup.
Besides you watchin me play while I shift and wiggle the screen to block would get you even more dizzy.
