This is actually a Korean game named '말뚝밖기(Mal-Tuk-Pak-Ki)'. When I was a kid, I played this game with my friends many times.
The rule is as follows.
1) Organize two teams.
2) Team leaders play the rock-paper-scissors to decide the rider team. Winners are riders and losers are horses.
3) Ride on the horses. If the horse team collapses, ride again.
4) When all riders ride, the head of the riders and the standing horse play the rock-paper-scissors.
5) Winners are riders
6) repeat from 3)
