@takura13 Seeing as that comment survived for a year I am surprised no one gave you the obvious answer.
For the same reason fish is shaped like they are, to be able to swim faster and spend less energy doing so.

The goal of the robot isn't to look "realistic" it's to help find divers, locate submarines, and numerous other tasks that don't need it to look pretty. The application of an aqua robot isn't limited to one task, sure you can put a rubber skin on them, but why spend the extra money?
