The hunter asks the sage how reincarnation works. The traditional understanding is that you are reborn according to your previous actions, your merits or latent tendencies(vasana). However, in the YV, you are reborn in accordance with the last held notion in this life.

The sage dismisses all notions of dharma, vasana, etc.

The notion of the body is experienced as though real because of the nature of consciousness. It is only pure consciousness that can entertain a notion.

Consciousness entertains notions. It is no different from dreaming.

Whatever persists is taken as real.

There is no such thing as 'my consciousness'. There is only a notion of 'me' within consciousness. There is a flow of dreams going on.
