Camera with purpose in public space

Exeter during Spacex take on Shaun Gladwell exhibition (closes 28 November)

There is video from other exhibitions on youTube but the legality is not clear. maybe legality is only one concern. What is the artist intention? If there is no objection to work on YouTube then why not clarify this? is there a marketing benefit or public good?

this one is intended as creative commons and there will later be a download option on vimeo

why not have several cameras at an afternoon in the park and then swap video or stills later? should this be for curators only?
