This figure isn't actually based on Jason as he appears in any of the films, strictly speaking. If you notice, he has the axe gash in his head, so it's clearly at least late in part III, and he doesn't have the gash in between his fingers from late in part IV, so it's somewhere before that. On the other hand, his clothing doesn't quite match, and more closely resembles the his appearance in VS. Essentially, it's a "stylized" Jason, meant to represent the common understanding of his appearance.
