I transferred them from the GBC version of Mario Tennis using the Transfer Pak.

I transferred them over to the N64 version using the Transfer Pak.

I found this on the internet:

To unlock the waluigi court, transfer Waluigi from the N64 to the GBC, finish Waluigi's minigame on the GBC version of Mario Tennis, then transfer the court to the N64.
