I guess my questions are why were they stopping it in the first place? It says Drug Smuggling and Spy Ship in the description. One could argue the North Korean ship was fired on and then rammed, and that the return fire was therefore self defense. I guess it depends on where and why it was being stopped and if it was a lawful order, which I suspect it was.

Chain of events: North Korean boat ordered to stop, and it ignores them. Later shots fired across the bow, still ignored.  Then they open fire directly on the ship causing a fire, and finally stops. Some time passes, the Japanese come in close and one of them collides with it.

At this point the Japanese ship starts taking heavy small arms fire from the North Korean boat, and possibly some RPG rounds are also fired. The Japanese ships back off and then open fire and destroy the North Korean.
