This wasn't a hunt, it was the release of a problemed bear. We do this all the time out my way, and if it was acting like that it shouldn't have been released.

this animal was clearly coming out of sedation.... it wouldnt have gotten progressivly better at moving had it been shot.. unless its a mutant bear that gets more energy with the more blood it loses

It doesn't look like a bear HUNT to me!
It looks more like a bear that had been tranquilized and re-located, just that he recovered from his anasthaetic sooner than the biologists figured.
Sure looked pissed off though!
