Cheney, Rumsfeld, Wolfowitz... and Bush... were drawing down ActDu military, and closing bases through both terms... when they were ALSO committing forces to Iraq and Afghanistan. Those came mostly from Reserve components, and resulted in multiple deployments for those Reserves. Obama is now building up the ActDu side again... because the Reserves are beyond exhaustion.
That's the legacy Cheney left, and for which he should be ashamed.
