The lady in the video was wrong about their not being an illegal person. Crime is a legal term. A person who commits a crime has violated a law written in a state or federal statute and is doing something illegal. Every statute has a definition for each of its hundreds or thousands of offenses. In addition, each offense has a particular penalty that can be handed down.
