@rsman169 The thing is, I could crank up the graphics to the max and still get the same performance. I could set my resolution down to 800x600 and STILL get the same performance. Once I turn down anything CPU intensive my fps goes up, then i have no other cars on the road though.
Thats why I think my CPU is whats causing a bottleneck.
Why would the 8800GT be bad for GTA?

Whats your framerate in heavy traffic? I have a E7200 at 3.4 ghz, 4GB and 8800GT in SLI and I get about 20fps in front of that apartment with most setting on medium or low.

@TheLeastFav 8800 GT and GTA4=Bad mix.
My FPS in really heavy traffic is normally 28-35

@logixiv I couldn't max it fully with the 512mb card, I think most things were maxed besides like textures.
