it is the 5 standard error / mistakes :)
1 Be sure you are not in Peaceful mode ;)
2 you Need to be 15 or less block away from the Spawner else they will not spawn :)
3 if you only get 6 and not 20 or more mobs then you need to move the mobs more in 8 blocks away from the spawner :)
4 if some die and some need 2 or more hit to kill
the last block Before they drop down there shall NOT be water on :) for they jump on water :) look here 3:44
be sure the room before they fall down is only 2 block high, if it is 3 block high it is easy for them to jump down :)
5 let them drop 22 or 23 block down :)
6 if you go to far away they will disappear

i am sure it woks on all mobs
zombies need 2 hit :) 1 hit to remove the armor & 1 hit to kill them :)

MP Warning, if you are on a server, you have to be as close to the skeleton that they can shoot at you and skeleton behind begin to shoot at the skeleton in front. looks glitchy but server are glitchy:)

Skeletons, Zombies, Zombie Pigmen get Damaged by Regeneration & Instant Health :)

Skeleton
(from Squarrior) Splash potions of healing (Instant Health II) take out all the skeletons in a single hit if the area is small enough. :) it works for Skeletons, Zombies, Zombie Pigmen

Bow and Arrow, i was on a server where they use iron Bars
the skeleton drop down on the iron bars then thy kill them with bow & arrow, the loot drop through the iron Bars down in the water and flow to the player :)

can someone tell me why i cant hit any mobs feet? i made something just like this on my skeleton spawner, and i cant hit there feet so i have to get in view of them so they can hit me and they hit eachother :/ so it takes my exp away ;/

you can use Splash potions of healing (Instant Health II) or Bow and Arrow to shoot then in the legs :) "i tog a Arrow in my knee"
