how did you get the roof tiles to stick to the roof? every time i try to create it, it appears on the ground. and i tried alt to get the tilt but it wouldn't budge.

Turn on 3D snap. While picking third point hold ALT to automatically change the tilt angle. Make sure Count Y or Z is set to zero, otherwise script will not ask user for third point.

how can i open that "layer" window on the left top corner?

This window is Layer Manager. You should have a button for it on Main Toolbar, or you can add a shortcut for it in Customize User Interface... > Keyboard
