Another damaging question history will ask is: how did someone like Bush ever become president in the first place? Besides winning elections he never distinguished himself at any stage in his life in any way. When it comes down to it, it was just really stupid to even consider him for the presidency. People will look back and marvel at our idiocy. Recent history is just absurd. It's a comedian's wet dream.
It doesn't work as well to use the Truman comparison. The problems w/ Bush have, for the most part, been ones that have been instantly catostrophic (Katrina, lying about Iraq) or that undermine the basic fundamentals of preserving the rights of others (Patriot Act, Guantanamo, eliminating Habeaus Corpus).
Truman, meanwhile, espoused civil rights in an era in which racism still largely existed, and most of his lack of approval at the end came from relieving MacArthur of his command in Korea.
