President Vladimir Putin met with the Council of Legislators in Moscow in Thursday.
The president criticized the United States Congress's recent decision to pass the Magnitsky bill, which blacklists Russian officials that were allegedly involved in an anti-corruption lawyer's death.
"It's not clear why they even need it. Talking about a reboot, and yet aggravating the situation ... The investigation pertaining to Mr. Magnitsky's case is still under way, we have not established the entire situation and who is to blame. This [Magnitsky Act] is just an unfriendly political act", he says.
Putin expressed support for the State Duma's initiative to pass a retaliatory bill imposing sanctions on US nationals linked with human rights abuses.
The president also voiced concern over the US judicial authorities' failure to tackle recent cases involving the abuse of Russian children adopted by US families.
"What we're concerned most about is not tragedies like this -- although that's the saddest thing of all to happen- but the reaction of the authorities trying to justify all those crimes and relieving people from the responsibility they should bear", Putin says.

A person died tragically ... who made headlines while he was in prison, Mr. Magnitsky. That's a tragedy and we surely condone this loss. But can we say no one dies in their prisons? They sure do, maybe even more so than in ours. Whatever they say, Guantanamo is still open, for 8 years now, and they keep people there in chains and leg irons like back in the Middle Ages without charges or trial. These are people who established secret prisons and legalized torture as an investigation technique. And these people are now pointing fingers at some of our flaws. We probably do have flaws, and we need to address them. And that's what we do. The investigation pertaining to Mr. Magnitsky's case is still under way, we have not established the entire situation and who is to blame. This [Magnitsky Act] is just an unfriendly political act.
What we're concerned most about is not tragedies like this -- although that's the saddest thing of all to happen- but the reaction of the authorities trying to justify all those crimes and relieving people from the responsibility they should bear. That's what's wrong. That's what we should be worried about.
I believe that the State Duma and regional legislatures were right to respond to this act. I'd like to stress once again that this is not our initiative, and we did nothing to provoke this situation.
Honestly speaking, I don't understand this. This must be some political show catering to a domestic audience. But I don't understand why they would choose to score political points domestically at the expense of damaging US-Russia relations.
We certainly need to deliver an adequate response. The Foreign Ministry has announced right away that Russia will react. And I consider it absolutely reasonable that the State Duma has taken it upon itself to provide such a response. Of course, we need to make sure that our response is adequate and not excessive.
I absolutely agree that crime reports should be ethnicity-blind. An offender's ethnic identity shouldn't matter. Therefore, relevant regulations must be adopted. I wouldn't like to interfere in lawmaking, but should a law [prohibiting the media from mentioning an offender's ethnic background] make its way through parliament and be presented to me for endorsement, I will definitely support it." 02:49 -- 05:59

What does the US expect ??
if it wants to BAN Russian gvmt officials from Us territory , Then surely they must have known a response would be acted upon . The hostile US action is almost akin to withdrawing your ambassador . Not that i have a total understanding of history but , I don't remember ever hearing during the cold war of Russian gvmt officials being banned from the US
