They break in IMO so they can see what is in the car that they want later. PPA has a reputation for property disappearing. There was even a news investigation where they claimed they thru 2000.00 worth of private property away after towing a teachers car by mistake then holding it hostage.

there are laws in most all states stating that a vehicle that is an impound for illegal parking : wrecker drivers and parking enforcement cannot use break in tools to move or operate controls on a illegally parked vehicle , they must use proper equipment such as a rollback wrecker , or dollies to transport the vehicle. The owner of this vehicle could press charges of breaking and entering for this action even if the car was unlocked , its still breaching security .

actually tow truck drivers are trained to get into vehicles without damaging them so they can properly tow the vehicle.

Maybe he was using the passenger door so he wouldn't have to be next to traffic or so he wouldn't have put as much effort switching from his driving side to the car's?

that car is rear wheel drive!! even with the park break on the front wheels will still spin!! park breaks on any car only lock the rear wheels...the tires on that car(front) probaly tuned to the side...he turned them straight to he wouldnt dammage the ball joints...

he used a thick wire piece to unlock the car the cops use them all the time and you have no proff that he broke in to it

Great. He's not a police officer. I'm not sure if you know many tow drivers, but would you want one breaking into your car so he could tow it?
