It's an out of fashion English woman's name, I remember an English actress called Thora Hird back in the 70s and 80s.

Perhaps her parents should have studied the norse mythology better. Tor, or Thor as americans spell it, doesn't have a sister named Thora. BUT, Tora is in fact a scandinavian name. Though it is rather unusual, most likely cause it's not very pretty.
