CLARIFICATION:
He is right in the sense that "clean up" has to do with drugs. John, as of 1980, was not a user of heroin anymore, sticking mostly to cocaine, marijuana, and LSD. Yoko, however, was back on the brown sugar.

Yes you are right. Jack and John talked on the phone about this song and how it was leaving the excesses of the 60s and 70s behind and Jack said, "I guess it's Cleanup Time, huh?" and that's what John titled the song.
Earl Slick sounds so great on this song.
