They might be tough, but they have shown time and time again that they just throw men, explosives and bullets at a situation without much thought, just look at the Beslan school siege and Moscow theatre crisis

@zezema535 but what they can do with 32-54 terrorists armed with explosives...1200 hostages??? the situation were extreme...better to sacrifice one to save nine or wait until all the hostages are killed???

well i'm sure there's better ways than thermobaric rockets and tanks to blow the building apart, and literally having several hundred spetznaz all spray their AK's at once, even as the hostages are running out, and the bullets are hitting them more than the terrorists.
