The government or administration is not the STATE. This is not a failed state whatever you mean by that statement. There are other countries with worst political conditions.
The people are mainly tobe blamed. They elected marcos, let Ninoy Aquino fought it aout alone, they allowed ramos to sell public properties, they elected estrada and now they should in unity rally against this greedy arroyo, kick her out and imprison her.
