in many ways it is progress, but it is progress tied to an overall system(financial nad cultural ones) that has proven to the world it does not work. I am saddened that the native americans do not see the ultimate sustainable beauty and power in using decentralized power... creating personal energy in closed loop systems producing food... clean water and which does not contribute to the systems of dominion which clearly do not work and only and ultimately destroy thru capitalizing.
