Add 으로 to words ending in a word ending in a consonant (except ㄹ)
Add 로 to words ending in a vowel or ㄹ

Used to describe INSTRUMENTS that allows an action to happen:
첫가락으로 먹었어요. I ate with chopsticks.
버스로 갔어요. I went by bus.

OR
Used to describe the DIRECTION that someone is going:
학교로 가세요. He went to school.
