In my part of CA, you can catch as many as you want, but you have to have a fishing license and the trap you use can't be bigger than 3'x3'.

get beef liver from walmart and poke holes in it and throw that in the trap, i use that and cut a few holes in a can of tuna, caught hundreds in northern arizona
