When were you last on I-5 in San Diego? Other than the part from CA-54 to the Mexican border and the part north of CA-78, it's almost always congested these days to some point. And it's even backing up during certain rush hours north of CA-78 now, sometimes as far north as Las Pulgas Road on a really busy day.

@differdange08 What makes you think Southern California has great winters? They aren't great their just more mild, no snow, just a lot of rain, chilled temps and grey skies.
