Rain water does not belong to the government, in fact it belongs to every living thing on the planet.

I'm a Canadian and if the Canadian government does try this illegal act and say that we are not allowed to do this I will say to the government:

"FUCK YOU TYRANTS, THE WATER DOES NOT BELONG TO YOU. IT BELONGS TO EVERY LIVING BEING ON THE PLANET AND THE GOVERNMENT HAS NO RIGHT TO DO THIS."
