Well I just found a different way to get free roam for two-player. Should work on all consoles +PC too. CIty Hall circuit -> go under the bridge on the eastern-most side of the track and do the super hydro jump. Get on top of the bridge successfuly gets you outof bounds. Free roam madness for two-player., except most of Beacon hills is cut off.

I do not see the reason of for that you could not carry out this, maybe it is the console, I could not do this in PS2.
