Phoebe is the last sister alive and first you see here crying in here bed and you also see piper and a littel of prue there to but they are there only by thought you also see them leave Phoebe and that is how she feel's that everybody has left here. So she comes up with a PLAN O:

In this episode Bill's part is most that he can't handel the fact that Prue is gone and he blames himself ending with he runs away.

well, at the time Prue was twenty something and since Bill is 18...only apart by a few years. But I'm only going by her age in this vid, now she's thirty something and, yeah that would be too old. :)
