Parallax is a great cydia tweak that allows panoramic home screen scrolling. You can pick any wide image and scroll through your home screen. This is comparable to video wallpaper because it adds a great movement to your homescreen background but without the memory and a battery usage of that video wallpaper consumes. You can check this tweak out in cydia for $1.99 in the big boss repo.
